2025 BY-ELECTION

On January 10, 2025, Councillor Rolf de Bruin announced that he was stepping down from his role as Councillor for the District of Lillooet. In accordance with section 54 of the Local Government Act, an election must be held as soon as practicable when a vacancy occurs in an elected local government office.

Important Dates

Advance Voting: April 30, 2025

An advance voting opportunity will be conducted on Wednesday, April 30, 2025 from 8:00AM to 8:00PM at the District of Lillooet Municipal Office, 615 Main Street, Lillooet, British Columbia, Canada.

Special Voting: May 7, 2025

A special voting opportunity will be held for qualified electors who are patients or staff of the Lillooet Hospital, Mountain View Lodge, and Red Rock Manor at the time of voting on Wednesday, May 7, 2025, 10:00 am - Complete, at Lillooet Hospital/Mountain View Lodge/Sumac Suites & Red Rock Manor, 951 Murray Street and 1011 Murray Street, Lillooet, BC.

The By-Election will be held on Saturday, May 10, 2025 with Advanced Voting being held on Wednesday, April 30, 2025.

By-Election General Voting Day: May 10, 2025

The voting date for the 2025 District of Lillooet By-Election is Saturday, May 10, 2025. Voting will be conducted from 8:00AM to 8:00PM at the District of Lillooet Municipal Office, 615 Main Street, Lillooet, British Columbia, Canada.

Information for Voters

There is no need to pre-register as the registration of all qualified electors will take place at the time of voting. At the time of voting, you will complete an application form (available at the voting place) and make a declaration that you meet the following requirements:

A RESIDENT ELECTOR 

To vote as a resident elector, a person must:

  • be 18 years of age or older on general voting day May 10, 2025;

  • be a Canadian citizen;

  • be a resident of British Columbia for at least 6 months immediately before the day of registration (at time of voting);

  • be a resident of the District of Lillooet on the day of registration; and

  • not be disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law.

A NON-RESIDENT PROPERTY ELECTOR 

When a person lives in one jurisdiction and owns property in one or more other jurisdictions, they may vote once in each of the other jurisdictions where they own property -- as long as they meet the voter eligibility requirements. If a person owns a property with one or more other individuals, only one person is eligible to vote as the non-resident property elector for that property. The owner entitled to vote must be designated, in writing, by the majority of the property owners. A person cannot vote on behalf of a corporation, or as a non-resident property elector, based on a property owned wholly or in part by a corporation.

To vote as a non-resident property elector a person must:

  • be 18 years of age or older on general voting day May 10, 2025;

  • be a Canadian citizen;

  • be a resident of British Columbia for at least 6 months immediately before the day of registration;

  • be a registered owner of real property in the District of Lillooet for at least 30 days immediately before the day of registration;

  • not be entitled to register as a resident elector; and

  • not be disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law.

In addition, for non-resident property electors:

  • The only persons who are registered owners of the property, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust.

  • If more than one individual is registered owner of the property, only one of those individuals may, with the written consent of the majority of the individual owners, register as a non-resident property elector.

Identification Requirements

In addition, in order to register at time of voting:

Resident electors must produce 2 pieces of identification (at least one with a signature). Picture identification is not necessary. The identification must prove both residency and identity.

Non-resident property electors must produce 2 pieces of identification (at least one with a signature) to prove identity, proof that they are entitled to register in relation to the property, and, if there is more than one owner of the property, written consent from the majority of the property owners.

Types of documents that will be accepted as identification include: a Driver’s Licence; an Identification Card such as a photo BC services card; a non-photo BC services card; an Owner’s Certificate of Insurance and Vehicle Licence issued by ICBC; a BC CareCard or BC Gold CareCard; a Proof of Income Assistance Form; Social Insurance Number card; a Citizenship Card; a real property tax notice; a credit card or debit card; or a utility bill, (such as electricity, water, sewer or garbage, telephone or cable services).

Requesting a Mail Ballot Package:

Qualified electors are eligible to vote by mail – please submit your request as soon as possible. Up until 4:30 pm on Thursday, May 8, 2025, qualified electors can request a mail ballot package by submitting the following information to the Chief Election Officer by mail (Box 610, 615 Main Street, Lillooet, BC, V0K 1V0), or by email (elections@lillooet.ca):

  • Your full name; AND

  • Your residential address; AND

  • (For Non-Residential Property Electors only) the address of the property in relation to which you are voting; AND

  • You must indicate whether you wish to register as a Resident Elector or as a Non-Resident Property Elector; AND

  • Method of delivery of your mail ballot package (your choice of the following four options):

o Pick up at the District of Lillooet office; OR

o Pick up at the District of Lillooet office by an authorized person*; OR

o Regular letter mail service through Canada Post to your residential address; OR

o Regular letter mail service through Canada Post to an alternate address that you provide when requesting the mail ballot package.

*Name & Address of the authorized person must be provided. The authorized person must swear a solemn declaration and show two (2) pieces of ID before the mail ballot package will be released. The authorized person is limited to assisting only one (1) elector in this manner.

Electors wishing to vote by mail should submit their request as soon as possible. Mail ballot packages will be ready (for pick up at the District of Lillooet office or for mailing) as soon as ballots are available.

To be counted, completed mail ballot packages must be received by the Chief Election Officer no later than 8:00 p.m. on Saturday, May 10, 2025. Electors are responsible for ensuring that their completed mail ballot packages are received by the Chief Election Officer, taking into consideration the cut-off dates associated with each delivery method and location.
