Announcing Policy No. RC.02(C):
District of Lillooet Boat Launch Policy


At the regular council meeting held April 6, 2021, the District of Lillooet council adopted RC.02(C) Boat Launch Policy, which is a policy to prioritize the safe use of municipal facilities and the preservation of the recreational purpose of the boat launch at Cayoosh Creek Campground.
This policy provides guidance for the acceptable use of the District's boat launch at Cayoosh Creek Campground for the health, safety, welfare, and benefit of residents, boat launch users (recreational and commercial), and visitors of the campground.
The policy aims to:
  • manage risks inherent in boat launching activities by providing protocol for the orderly operation of the launching facilities; and
  • preserve the recreational purpose of the boat launch by ensuring local residents and guests have access to a high-demand boat launch.
As the warm weather season approaches, the policy can be consistently and fairly applied to manage the practical considerations that arise when multiple users wish to access a busy boat launch for both commercial and recreational purposes.
The ongoing pandemic is also a top-of-mind as District staff seek to implement best practices for maintaining safety and compliance with COVID-19 ministerial orders. When COVID-19 related restrictions are no longer mandated, this policy will be brought back to council with recommended changes to account for this change.
It should be noted that because this is a policy, and not a bylaw, infractions are not enforceable through ticketing or fines. Rather, those in contravention of this policy will have their access to the boat launch, which is located on and accessed through District-owned private property, suspended until they are in compliance, or indefinitely for serious infractions.
