Announcing Bylaw No. 2021-016: District of Lillooet Financial Plan

At the regular council meeting held April 6, 2021, the District of Lillooet council adopted the Financial Plan Bylaw No. 2021-016: A bylaw to adopt the Financial Plan of the District of Lillooet for the years 2021 to 2025.
Council’s support for the five-year financial plan bylaw came after many meetings of council to consider both the base operating budget and the proposed project or service level increase requests as presented by District departmental staff.
The Community Charter requires that Council "undertake a process of public consultation regarding the proposed financial plan before it is adopted." Typically, this public consultation is done in the form of an in-person open house or other open meeting for presentation of the budget to the public. Unfortunately, due to the COVID-19 related restrictions in place regarding gatherings during the budget process, the District was unable to have these public meetings. Instead, all of the budget meetings were recorded and have been available for the public to view online.  As well, all of the documents and presentations provided to Council are also available through the District's online document portal. 
Announcements regarding the process and the availability of these videos and documents have been made both on the District's website and Facebook page to let the public know what was happening and to invite their comments, questions, and feedback. To the date of writing this report, there has been no feedback received by the Chief Financial Officer on the financial plan or the process.
As the next step in the annual process, staff will be bringing the Tax Rate Bylaw to council for their consideration at the April 19, 2021 regular council meeting.
